Roadmap Phases
The roadmap is divided into two phases with a focus on four key initiatives grounded in DPI.
Phase 1 (Q1 2025 – Q4 2027)
Phase 1 will prioritise digital transformation in the social protection system and aims to link grant recipients to sustainable livelihoods, because:
- It touches on millions of South Africa’s most vulnerable people — it is an opportunity to make an impact at scale.
- Linking social grant recipients to jobs, training, or education ensures access to services that match their needs, creating pathways to sustainable livelihoods.
- Improvements to service delivery systems will reduce fraud and inefficiencies, strengthening public trust and alleviating pressure on the fiscus.
Phase 2 (Q1 2028 – Q4 2030)
Phase 2 will scale the technologies developed in Phase 1 to other government departments in areas such as healthcare, education and business services. Further technologies will be developed.
The focus of Phase 2 will be refined in the first quarter of 2027 and some guiding priorities are highlighted below.
